New car park system facilitates automatic generation of penalty notices and fines

Parkeon’s e-gateway solution integrates parking
payment terminals with automatic number plate recognition to link with
enforcement and penalty collection services

April 23 2008 – Parkeon is introducing an enhanced version of its Strada®
Pay & Display (P&D) payment terminal, together with an extra module for
the Company’s Parkfolio® centralised management suite, at Parkex
2008. Designed for use in off-street
parking facilities, the new e-gateway solution intregrates with automatic
number plate recognition (ANPR) systems to provide a seamless link to
enforcement and penalty collection services.
As soon as a vehicle enters a
car park fitted with a Parkeon e-gateway installation, its registration plate
details are captured by the APNR system.
The driver then has a predetermined period, e.g. 5 or 10 minutes, in
which to enter the vehicle’s full registration plate details on the payment
terminal’s alpha-numeric display and purchase a ticket.
Failure to do so will result
in the system automatically recording the vehicle as being in “Default”.
The
combined applications then provide a seamless connection to enforcement
services that will automatically generate Penalty Charge Notices (PCNs) and
then implement penalty collection processes in cases of non-compliance.
The system is designed to
streamline the PCN issuing and penalty collection processes, whilst also
reducing overheads for car park operators.
Parkeon introduces contactless
reader combined with Chip and PIN for bank cards
Parkeon is also introducing a new
contactless card reader for its Strada® range of payment
terminals. The device is being launched
to enable the machines to handle the latest “wave and pay” cards currently
being introduced by a number of major banks.
As a security measure, the financial institutions periodically require “wave
and pay” card users to reverify their identities via the Chip and PIN key pad
and also whenever a single transaction exceeds £10.
Contactless card readers can be retro-fitted
to existing Strada machines. This will enable operators to introduce the latest
innovation in payment solutions cost-effectively and demonstrates the
future-proof design of Parkeon’s equipment.
New P&D
audio-visual intercom system
Another solution being demonstrated for
the first time by Parkeon is a combined CCTV and audio “Help Point” for the
Strada range. A tiny camera concealed in
the P&D terminal enables a parking manager to see anyone seeking
assistance whilst using the machine and
also to talk to them via a wireless connection.
The facility is designed to increase user satisfaction and security, as
well as payment compliance, by enabling drivers to ask for advice from a
control centre.
